Futurecity developed a Cultural Strategy for the Oval & Kennington Development Area, supporting a major programme of growth and change across this part of south London. The strategy responds to the area’s evolving role within the city, shaped by intensification, infrastructure investment and long-standing local communities.
Grounded in extensive research and engagement, the strategy mapped the area’s layered histories, cultural infrastructure and everyday social life. This revealed Oval and Kennington as places defined by strong neighbourhood identities, civic institutions, grassroots culture and a legacy of making and enterprise, alongside increasing development pressure.
Futurecity’s approach positioned culture as a structuring force for change rather than an add-on. A clear cultural vision and set of principles were developed to guide development across multiple sites and phases, ensuring culture is embedded into public realm, architecture and shared spaces from the outset. The strategy focused on supporting local cultural activity, strengthening connections between new and existing communities, and ensuring growth contributes to social value and identity.
A series of deliverable project types were identified, including embedded public art, meanwhile uses, creative workspace, skills and learning initiatives, and partnerships with local cultural organisations and education providers. The strategy also addressed governance and stewardship, recognising the importance of coordination between public bodies, landowners and developers.
Together, the strategy provides a practical framework for integrating culture into the future of Oval and Kennington, supporting inclusive growth and a strong sense of place rooted in local character.
