Royal Borough of Kensington and Chelsea Cultural Placemaking Strategy

Futurecity developed a borough-wide Cultural Placemaking Strategy for the Royal Borough of Kensington and Chelsea, setting out how culture could be embedded into regeneration, development and the public realm. The work responded to the borough’s exceptional concentration of cultural assets alongside increasing development pressure.

Drawing on extensive research and stakeholder engagement, the strategy mapped Kensington and Chelsea’s diverse cultural ecosystems, heritage narratives and creative economies. It established culture as a core planning consideration, positioning it as a catalyst for placemaking, identity and long-term value rather than a standalone addition.

The framework identified different types of Creative Districts across the borough, each requiring a tailored approach, and explored key opportunity areas including Earl’s Court, Kensal Gasworks and Lots Road. The strategy also introduced a practical toolkit for developers and public bodies, outlining how culture could be embedded through architecture, public art, wayfinding, lighting, naming strategies, street furniture and community engagement. It emphasised long-term stewardship, meaningful collaboration with local cultural organisations, and the importance of affordability and access in sustaining creative life.

Together, the strategy provides a shared roadmap for delivering culturally rich, inclusive places across the borough, aligning cultural ambition with planning, development and investment.
